Why the browser beats the save button
Pinterest only shows a Download image button on some image pins, and never on video. Copying the link and pasting it here works on every public pin, on every device, and gives you the stored file rather than a smaller preview.
Files, folders and where they land
Downloads go to your browser's default location. On Windows that is the Downloads folder, reachable with Ctrl+J; on Mac it is Downloads in Finder; on Android it is the Files app; on iPhone it is Files › Downloads. Move the file into Photos from there if you want it in your camera roll.
Pinterest download vs the save button inside Pinterest
Pinterest's own save keeps a pin on a board, inside Pinterest. If the pin is deleted or the board goes private, the reference goes with it. A download here puts the file on your device, where a takedown cannot reach it. Boards are for collecting, this is for keeping, and the two do different jobs.
